Cause:
    The PCM requested ESO on (Test 1), then the PCM detected that the ESO control circuit voltage was less than 8v (Test 1), or with ESO requested off (Test 2), and the PCM detected that the ESO control circuit voltage was over 8v, condition met for 2 seconds
